Home Upgrade Grant Phase 2
WarmPro Insulation Specialists Ltd was appointed as Principal Contractor under Suffolk County Council's Home Upgrade Grant Phase 2 programme, delivering whole-house fabric retrofit across 160 domestic properties. The programme formed part of a wider £25 million countywide retrofit framework, focusing on fabric-first energy efficiency improvements in occupied homes, many of which were hard-to-treat and occupied by vulnerable residents.

Delivering Fabric-First Retrofit at Scale
The challenge was delivering consistent quality at scale while working in occupied homes with diverse construction types, varying access constraints, and a high proportion of residents requiring additional support. Properties ranged from traditionally constructed solid-wall homes to non-standard builds, with works often requiring bespoke detailing, careful sequencing, and close coordination with residents to minimise disruption. WarmPro addressed this through a structured delivery model combining experienced in-house fabric teams, dedicated resident liaison support, and robust quality control processes aligned to PAS 2030:2023 and TrustMark requirements.

Managing Full-Lifecycle Retrofit Delivery
WarmPro acted as Principal Contractor throughout, managing retrofit coordination, installer delivery, resident liaison, quality assurance, and reporting directly to Suffolk County Council. All works were tailored on a property-by-property basis following PAS 2035 compliant assessment and design.
